The Citizens' Office is the authority responsible for frequently required services in the municipality of Bremen. We are responsible for registration, passport and ID card matters, as well as driving licence and vehicle registration matters:

- Registration register information
- Invitations for foreign guests

- Changing and replacing vehicle registration documents

1. General
You can visit any of our offices by appointment. You can make an appointment online at https://www.service.bremen.de or by telephone on 0421-115. Please use the online booking system if possible.
If you do not need your appointment, please cancel it so that it can be used by someone else. Thank you! We reserve the right to cancel appointments that have been booked multiple times.
We also offer appointments without an appointment at the citizen service centres at the following times:
BSC-Mitte Mondays 1:00 p.m. to 6:00 p.m. | Wednesdays 7:30 a.m. to 12:30 p.m.
BSC-Stresemannstraße Mondays 1:00 p.m. to 4:45 p.m. | Wednesdays 7:00 a.m. to 11:45 a.m.
BSC-Nord Mondays 1:00 p.m. to 4:45 p.m. | Wednesdays 7:30 a.m. to 11:45 a.m.
Services: Travel documents (passports, identity cards and temporary documents) and residence registrations.

2. Citizen Service Centre
2.1. Express counter in the Citizen Service Centres (BSC)
You do not need an appointment for the following matters:
- Certificates of good conduct,
- Certifications,
- registration certificates,
- Exemptions from identification requirements,
- Address changes on identity cards,
- Changing the PIN number for your identity card and eID card
When are the express counters open?
BürgerServiceCenter Mitte:
Mondays and Thursdays from 7:30 a.m. to 5:00 p.m., Tuesdays and Fridays from 7:30 a.m. to 12:00 p.m. and Wednesdays from 7:30 a.m. to 1:00 p.m.
BürgerServiceCenter Nord:
Mondays from 7:30 a.m. to 5:00 p.m., Tuesdays to Fridays from 7:30 a.m. to 12:00 p.m.
Stresemannstrasse Citizen Service Centre:
Mondays from 8 a.m. to 5 p.m., Tuesdays to Fridays from 7 a.m. to 12 noon.
2.2. Collection of identity cards, passports and eID cards
- Collecting identity cards / passports / eID cards
If you need to collect your identity card, passport or eID card, you can either pick up the document from the document collection box at the Stresemannstrasse and Stresemannstrasse North Citizen Service Centres or visit the centre without an appointment. At the Citizen Service Centre in the city centre, you will still need an appointment.
You can collect your passport or identity card from the Citizen Service Centre where you applied for the document. You can check the processing status of your identity card using the serial number on your collection slip at https://www.landesmelderegister.bremen.de/olav/passpa?mbom=4011000.

3. Vehicle registrations
3.1. Vehicle registration applications from private customers can only be processed at the Stresemannstraße and Bremen-Nord Citizen Service Centres by prior appointment. Exception: Vehicle de-registration and the issuance of temporary licence plates are possible without an appointment.
3.2. Registrations for commercial vehicle registration services and car dealerships
Vehicle registration applications can be submitted during the usual opening hours at the Stresemannstraße and Bremen-Nord Citizen Service Centres.

3.4. Other vehicle services
Exemptions pursuant to Section 70 of the Road Traffic Licensing Regulations (StVZO), individual approvals pursuant to Section 13 of the EC Vehicle Registration Regulations (EG-FGV), red number plates and the loss or theft of registration certificates Part II are processed by the Central Vehicle Registration Authority.

4. Driving licences
4.1. Application
Visits are only possible by prior appointment.
4.2. Information on the mandatory exchange of driving licences can be found at the following link:
Driving licences issued between 1999 and 2001 must be exchanged by 19 January 2026. Please note that, unlike paper driving licences, the year of issue is now decisive.
