Cross-border activities and services
If you are permanently established in another Member State of the European Union, another EEA Member State or Switzerland, or if you maintain a permanent establishment there and wish to provide temporary services in Germany, you must comply with certain regulations. Apply for exemption permit for persons from the EU/EEA foreign countries and Switzerland for registration in the register of craftsmen
Are you from a foreign country in the EU/EEA or Switzerland and would like to practice a craft subject to licensing in Germany? Then you can have your professional experience and training certificates recognized in Germany under certain conditions.

Apply for entry in the register of crafts that are exempt from licensing or in the register of trades similar to crafts
If you wish to exercise an unlicensed trade or a trade similar to a trade on a self-employed basis, you must notify your Chamber of Crafts of the start of the commercial activity.

You need a permit according to § 34c GewO if you want to be commercially active in real estate brokerage, loan brokerage, as a developer/builder, construction management or residential property management.
